Rapid Capabilities & Critical Technologies Office (RCCTO)
SS&A, as a subconsultant, provided architectural design, interior design, and cost estimating services from conceptual programming through 35% design for the new Rapid Capabilities & Critical Technologies Office (RCCTO) Headquarters at Redstone Arsenal, Alabama. This effort included developing a DD1391 to secure MILCON funding, enabling the Redstone Arsenal Installation Management Command and USACE Mobile District to advance a Design-Bid-Build (DBB) Request for Proposal (RFP).
The RCCTO plays a pivotal role in rapidly delivering critical capabilities to address urgent and emerging threats. By accelerating technology experimentation, evolution, and deployment, the RCCTO supports acquisition reform and directly responds to Combatant Commanders’ needs. Reporting to a Board of Directors led by the Secretary of the Army, the RCCTO operates at the forefront of innovation and defense modernization.
The envisioned 132,000-square-foot RCCTO Headquarters will house the organization exclusively and include specialized spaces such as a Command Suite, Legal and Contracting offices, a Special Access Program Facility (SAPF), and a Sensitive Compartmented Information Facility (SCIF). The facility also accommodates operations, research programs, and support functions, including Human Resources, IT, Congressional Liaisons, and Public Affairs.
Stakeholder collaboration was central to the project’s success, beginning with a detailed charrette to establish program requirements and explore design solutions. Our team conducted site investigations, including utility infrastructure coordination, and delivered comprehensive architectural, interior, and engineering designs.
Recognizing the complexity of RCCTO’s highly specialized security needs, SS&A developed a detailed cost estimate using unit guidance and parametric estimating, refined with MII software. Design deliverables, including BIM-based drawings produced in Revit, reflect our commitment to precision and innovation.
This project exemplifies SS&A’s expertise in delivering advanced, secure facilities that meet the mission-critical needs of the U.S. Army and its partners.
